The organized cross-world linkshell feature now exists, and once region matching for Duty Finder and Party Finder catches up, players will be able to send and receive messages from any cross-world linkshell registered on the same physical data center, not just the same world.
Free Companies were not touched by this update, and there is no indication they will follow the same cross-data-center logic anytime soon. Square Enix seems content to keep FCs server-locked while only chat-based linkshells break the barrier, which is a half-measure dressed up as progress.
The friends list has been promised as "next" since the blacklist update finished, and an entire expansion later it still doesn't exist. If you were hoping this patch quietly fixed that too, it didn't, and there's no new promise attached to when it will.
New enemies have also appeared in Central Shroud, almost certainly tied to the Beastmaster questline, though the notes don't spell out details beyond their existence.
Patch 7.5 is not a job-changes patch. It's a linkshell patch that happens to include some potency numbers to keep six jobs from feeling ignored before Dancing Mad. Treat the buffs as background noise and pay attention to the data center linkshell rollout instead, since that's the part actually shaping how you'll play with friends going forward.
