The Sha'tari Skyguard operate out of two outposts: Blackwind Landing in Terokkar Forest and the Skyguard Outpost north of Ogri'la in Blade's Edge Mountains. You will be visiting both more times than you care to count, and you started Neutral, which means you are currently nobody to them. The grind from Neutral to Exalted, doing only daily quests without touching a single mob, takes approximately 37 days. That number is not a typo. It is a design choice made by people who wanted you to log in every single day and feel productive without actually accomplishing anything. The good news is that mob grinding in Skettis can push this down dramatically: up to roughly 2,000 reputation per hour if competition is low.
The primary reasons any rational person pursues this reputation are: five distinct Nether Ray mounts available at Exalted, a companion pet, a pair of useful pre-raid cloaks at Revered, and a trinket that will serve casters and healers nicely before they see raid gear. If none of those things interest you, close this guide and go touch grass. There is no shame in that.
Before you waste anyone's time: including your own: confirm you have the following. The Skyguard will not entertain your enthusiasm without them.

Everything starts in Shattrath City, as all things do in TBC, because Blizzard wanted one city to be the answer to every question. Find Yuula near the flight master and accept the opening quest. The chain that follows is linear, not particularly difficult, and will carry you comfortably to Friendly before you ever touch a daily.

After the opening quests, speak to Sky Commander Adaris for Secrets of the Talonpriests (250 rep). Pop your Elixir of Shadows: it lasts 20 minutes, survives death, and reveals the otherwise invisible undead Arakkoa roaming Skettis. You need to kill three Talonpriests who are also invisible without the elixir, because the developers wanted to make sure you could not accidentally stumble into progress:
After killing all three and completing the follow-up chain through Adaris, you will eventually reach the Adversarial Blood questline through the captive Arakkoa Hazzik in the cage near the camp. This questline involves summoning and killing four mini-bosses using Time-Lost Scrolls (which only drop from Time-Lost Skettis, which you can only see under the Elixir: nested requirements as a design philosophy). Each boss kill grants 100 reputation plus a one-time 350 reputation turn-in per boss. This is good reputation. Do not skip it.
Dismiss hunter/warlock pets before farming Time-Lost mobs. If a pet lands the killing blow before your character deals any damage, you receive zero reputation. Blizzard coded this specifically to ruin your day.
Completing Adversarial Blood rewards a Time-Lost Offering, which summons Terokk at Terokk's Rest: the island in the middle of Blackwind Lake. Killing Terokk grants 500 reputation and is highly recommended in a group of five or more. He goes immune at 25% health, the Skyguard drops smoke flares followed by firebombs, and you must kite him into the flames to remove the shield. It is theatrical, it is annoying, and it gives you 500 rep. Life could be worse.

The second Skyguard hub sits just north of Ogri'la in Blade's Edge Mountains, and accessing it requires you to first do a meaningful chunk of the Ogri'la questline. You cannot simply fly up and be welcomed. The ogres need to know you first. You earn that right by completing quests through Our Boy Wants to be a Skyguard Ranger and A Father's Duty, at which point The Skyguard Outpost becomes available from Chu'a'lor and unlocks five additional quests worth roughly 760 reputation, plus the two permanent Blade's Edge dailies.
Once you are Honored with Ogri'la (not Sha'tari Skyguard: note the difference, do not complain to us when you confuse them), two bonus quests open: Guardian of the Monument and Banish the Demons, both awarding reputation with both factions simultaneously. Do these. They are free reputation and you will accept every scrap.
At Honored with Sha'tari Skyguard, a direct flight path between Blackwind Landing (Terokkar) and the Skyguard Outpost (Blade's Edge) becomes available. It is a scenic ride on a random-colored Nether Ray. You will appreciate it exactly once before it becomes a loading screen you click through without thought.
There are four daily quests available once both hubs are fully unlocked. Two in Terokkar Forest, two in Blade's Edge. Each takes minutes to complete. Together they provide a reliable: if brutally slow: daily income of reputation. The table below assumes both hubs are unlocked and you are doing all four.

All four dailies together yield 1,350 reputation per day. This number should terrify you if you are aiming for Exalted (42,000 reputation from Neutral) on dailies alone. Add the repeatable Shadow Dust turn-ins and mob grinding and you will see why most players who actually reach Exalted combine all available methods rather than relying on the daily trickle.
Unlike the daily quests which are gated by a 24-hour timer, More Shadow Dust is fully repeatable with no daily cap whatsoever. Turn in 6 Shadow Dust, receive 150 reputation and an Elixir of Shadows. Repeat until you hate arakkoa or yourself, whichever comes first.
Shadow Dust drops from most mobs in Skettis at rates between 20% and 32% depending on mob type. It is also tradeable and auctionable: which means if your realm has a functional economy and you have more gold than time, you can buy your way to Exalted through sheer financial contempt for the grind. There is no moral judgment here. Only admiration.
The full repeatable loop that maximizes reputation per hour works as follows:
At approximately 25% health, Terokk becomes immune to all damage. The Skyguard NPCs will begin dropping flares and firebombs on the island. You must kite Terokk into the flames to remove the shield. If your group panics and spreads out or breaks line of sight, the immunity phase will last longer than it needs to. Communicate. It is a cooperative game. Allegedly.

Every mob in Skettis grants reputation all the way through Exalted, which is mercifully unusual for TBC faction design. There is no point at which your grinding becomes "wasted" on a mob that stopped giving rep at Honored. The rates per mob type are listed below, because you deserve precise information about how you are going to spend your evening.

Five mounts. All Exalted. All 160g each (20% discount applied at Exalted, down from 200g). All requiring 300 Riding skill to use. Riding Skill Reminder
