The quality of the insignias you discover scales beautifully with the challenge level of the encounter. Windrose offers three main avenues for gathering these tokens:
If you prefer a story-driven approach, completing Faction Quests is an incredibly efficient way to level up. Rather than awarding single tokens, these dedicated side quests frequently reward you with large bundles of Letters of Favor, which you can turn in to the faction of your choice.
In addition to the central hub in Tortuga, each faction maintains a dedicated Main Base out in the procedurally generated world. These bases are excellent stops because they host specialized Bounty Agents, Provisioners, and commodity Buyers.
Because the world map is randomized for each playthrough, discovering these bases is a wonderful reward for thorough exploration. Best of all, once you locate a faction's Main Base, you can fast-travel directly to it from any camp without needing to use a Fast Travel Bell!
Because reputation points are permanently committed once deposited, a little advance planning goes a long way toward optimizing your build. Here is the most effective way to manage your progression:

The Glorious Hunters quest Windrose is one of the earliest Rogue Buccaneers faction quests and one of the most efficient reputation injections available in the early game. It tasks you with investigating a series of abandoned campsites, recovering evidence of a tragedy involving a man named Marcel Boucher, and then sailing out to sink three pirate vessels in retribution. The reward is 200 Rogue Buccaneers reputation points and the Buccaneer's Friend item. For context, 200 points is the kind of number that would take an absurd amount of Newhand Insignia grinding to replicate. The quest is available at Level 3, though Level 4 is recommended unless you find charging boars philosophically interesting.
The structure of this quest is also a tutorial for how faction quests function in general. You are dispatched into the world, asked to interact with its content in ways that would be normal exploration activities anyway, and rewarded with a disproportionate reputation bonus at the end. This pattern repeats across all four factions. Completing faction quests before grinding Insignias is not advice. It is arithmetic.
