The defining shift of the Protection Warrior in the MoP Classic expansion is the Active Mitigation system. Auto-attacks no longer flood you with Rage. Instead, Rage comes primarily from Shield Slam, Revenge, and Enrage procs triggered by critical blocks and critical Devastates. You generate Rage, then you spend it to not die. Simple concept. Catastrophic in practice if you panic-dump it on Heroic Strike right before a tank-buster. Don't.
The Protection Warrior MoP Classic class overview would be dishonest if it didn't acknowledge the weaknesses. You are excellent against physical damage. Against heavy magical damage, you are annoying to heal and your only real tool is Shield Barrier, which is at least honest about what it is: a paid absorb shield you fund with Rage. You have no self-sustain beyond talents and one rage-gated heal. Your healers will not thank you. Make peace with that.

There is no rotation. There is a priority list. Tattoo this distinction somewhere prominent. The WoW MoP Classic Protection Warrior raid rotation does not fire in a clean scripted sequence because Revenge procs off your dodges and parries, and Shield Slam can be reset by Sword and Board procs from Devastate. Your job is to execute the highest-priority available ability at all times while keeping enough Rage to actually survive. The Protection Warrior single target priority in MoP Classic is as follows.
Charge in, immediately use Heroic Throw, cast Thunder Clap to apply Blood and Thunder's Deep Wounds, then pop your Tier 6 talent (Bloodbath or Avatar) alongside any stacking offensive cooldowns. Use the initial Rage burst to immediately activate Shield Block or Shield Barrier before the boss decides to introduce itself to your face.
Never overcap Rage. Never blindly spam Heroic Strike when a tank-buster is incoming. You need that Rage for Shield Barrier. Choosing DPS over survival is a spectacular way to get benched.
