Let's skip the theatrics. The Division 2 Tipping Scales LMG build is the answer to every agent who spent an hour in a Legendary room trading potshots with elites like it was a civilized debate. You hold the trigger. They die. That's the summary.
The Tipping Scales gear set arrived in Year 7, Season 2: The Pact. Its core mechanic: Throttle Control: rewards the one thing LMG players were already doing: never releasing the trigger. Every bullet fired builds stacks, up to 50 by default, each granting +0.5% Weapon Handling and +4% Critical Hit Damage. Max that out and you are sitting on 200% bonus crit damage before the Tinkerer mask even gets involved. The enemies in Legendary difficulty are not designed to survive that. Nobody told them about this build. Too bad.

The Tinkerer Exotic Mask arrived in Year 7, Season 1: Crossroads, and it does exactly one thing: it steals the talent off your secondary weapon and applies it to your primary. That's it. That is the whole trick. In theory it sounds modest. In practice, paired with two LMGs running Frenzy and Measured, it is the reason this build exists.
The mask comes with a locked god-roll: +15% Weapon Damage+12% Crit Hit Damage+6% Crit Hit Chance. Pure red, pure offense. No defense. No utility. The game is telling you what you should be doing with this thing.

The result of Frenzy and Measured dual talent LMG synergy: Measured reduces weapon damage by 25% during the first half of the magazine, then grants +25% in the second half. Frenzy inverts that: bonus in the first half. Running both on the same weapon means you have a damage bonus active throughout the entire magazine cycle. The Tinkerer is the only reason this is mechanically possible on a single weapon.
The magazine size is not a vanity stat. It is a timing mechanism, and if you get it wrong, both Frenzy and Measured will have gaps where neither is active simultaneously. The optimal LMG magazine size Division 2 for this build sits at 300 rounds, with 330 being acceptable.
While capping your magazine at ~300 rounds is highly recommended to maximize your Measured second-half damage and keep your Tipping Scales stacks high, be aware of Frenzy's hard time cap. Because Frenzy expires based on time, the buff will actually drop off before a 300-round magazine is fully empty. You won't get a perfectly seamless talent cycle, but this high magazine size is still the best compromise to sustain your Throttle Control stacks. If you drop the mag size too low just to match the Frenzy timer, your overall Tipping Scales DPS will suffer.
A DPS build with no survival layer is a corpse waiting for its moment. Bloodsucker on the Petrov Defense Backpack handles that problem with clinical efficiency. No trophy collection. No rushing enemies. No special activation sequence. You kill something. You get armor back. Legendary rooms, as it turns out, are full of things to kill.
The Bloodsucker talent Division 2 survivability scales with your total armor pool. Below 1 million armor, the percentage returns feel underwhelming. At 1.1 million armor, each kill at full stacks is refilling a substantial buffer. This is why the armor target is not negotiable: it is the multiplier that makes Bloodsucker an actual survival tool rather than a rounding error.
If survival does not interest you, swap the Petrov backpack for the Tipping Scales backpack and run Ceska's Turmoil kneepads. Damage splits between two targets and the wave dies faster. You will also die faster. The build does not babysit.

This is also a build that pairs naturally with Story Mode farming. The reduced difficulty allows full stack generation in the opening seconds of any room. By the time the wave has registered your presence, you are already at maximum crit damage. That is the intended use of Story Mode: test the build, optimize the rhythm, confirm the mag timing. The Tipping Scales farm Division 2 follows the same logic as every other gear set. Enable targeted loot for Gear Sets in Countdown or Summit. Run with a four-player group with loot share enabled for maximum drop distribution. The chest and backpack pieces are the priority: standard 4-piece items can be acquired through season track rewards as well.
Optimize the Petrov Defense Backpack for armor once acquired. The Bloodsucker efficiency depends entirely on that 1.1 million armor floor. Getting there is not optional: it is the threshold that separates a functioning build from an expensive one.
