Division 2: Tipping Scales

Let's skip the theatrics. The Division 2 Tipping Scales LMG build is the answer to every agent who spent an hour in a Legendary room trading potshots with elites like it was a civilized debate. You hold the trigger. They die. That's the summary.

The Tipping Scales gear set arrived in Year 7, Season 2: The Pact. Its core mechanic: Throttle Control: rewards the one thing LMG players were already doing: never releasing the trigger. Every bullet fired builds stacks, up to 50 by default, each granting +0.5% Weapon Handling and +4% Critical Hit Damage. Max that out and you are sitting on 200% bonus crit damage before the Tinkerer mask even gets involved. The enemies in Legendary difficulty are not designed to survive that. Nobody told them about this build. Too bad.

Tipping Scales: Set Bonuses

The set is structured like a reward system for people who do not have a reload reflex. Play to its rhythm or watch your DPS collapse the moment you hesitate.

Pieces

Bonus

Notes

2-piece

+30% Magazine Size

Feeds directly into sustained fire. Frenzy and Measured thank you personally.

3-piece

+30% LMG Damage

Flat damage on an already-swollen DPS number. Nothing subtle here.

4-piece

Throttle Control talent

Stacks up to 50. +0.5% Handling and +4% Crit Dmg per stack. Lose 6 stacks/sec when not firing. Zero decay while suppressing.

Chest Talent

Sustainability

Raises max stacks from 50 to 75. A 50% increase in the ceiling. Run this.

Backpack Talent

Snowball

Raises Crit Dmg per stack from 4% to 7%. At 75 stacks, that is 525% bonus crit damage. The math is embarrassing.

You lose 6 stacks per second the moment you stop shooting. Stacks do NOT decay while an enemy is suppressed. This is the game telling you to keep firing. Listen.

This set functions similarly to the Striker gear set Division 2 veterans already know: stack on shoot, punish on stop. The difference is Tipping Scales is purpose-built for LMGs with 30% mag size and 30% LMG damage baked into the set pieces themselves. Striker players will adapt in about four minutes.

Tinkerer Mask: Two Talents, Zero Compromise

The Tinkerer Exotic Mask arrived in Year 7, Season 1: Crossroads, and it does exactly one thing: it steals the talent off your secondary weapon and applies it to your primary. That's it. That is the whole trick. In theory it sounds modest. In practice, paired with two LMGs running Frenzy and Measured, it is the reason this build exists.

Abridged Talent: Exact Conditions

  • Primary and secondary weapons must be the same type: both LMGs in this case.
  • Neither weapon can be Exotic or Named.
  • Does not apply to talents that trigger on weapon swap.

The mask comes with a locked god-roll: +15% Weapon Damage+12% Crit Hit Damage+6% Crit Hit Chance. Pure red, pure offense. No defense. No utility. The game is telling you what you should be doing with this thing.

// How to Obtain The Tinkerer is a guaranteed drop from "The Manager: Potomac Event Center" Season Finale mission at Master difficulty. Complete the two HVT bounties in the Crossroads Manhunt first. It does not appear in targeted loot from Countdown or Summit. There is no shortcut. Go run the mission.

The result of Frenzy and Measured dual talent LMG synergy: Measured reduces weapon damage by 25% during the first half of the magazine, then grants +25% in the second half. Frenzy inverts that: bonus in the first half. Running both on the same weapon means you have a damage bonus active throughout the entire magazine cycle. The Tinkerer is the only reason this is mechanically possible on a single weapon.

The Part Everyone Gets Wrong

The magazine size is not a vanity stat. It is a timing mechanism, and if you get it wrong, both Frenzy and Measured will have gaps where neither is active simultaneously. The optimal LMG magazine size Division 2 for this build sits at 300 rounds, with 330 being acceptable.

While capping your magazine at ~300 rounds is highly recommended to maximize your Measured second-half damage and keep your Tipping Scales stacks high, be aware of Frenzy's hard time cap. Because Frenzy expires based on time, the buff will actually drop off before a 300-round magazine is fully empty. You won't get a perfectly seamless talent cycle, but this high magazine size is still the best compromise to sustain your Throttle Control stacks. If you drop the mag size too low just to match the Frenzy timer, your overall Tipping Scales DPS will suffer.

Bloodsucker: Why You Do Not Die

A DPS build with no survival layer is a corpse waiting for its moment. Bloodsucker on the Petrov Defense Backpack handles that problem with clinical efficiency. No trophy collection. No rushing enemies. No special activation sequence. You kill something. You get armor back. Legendary rooms, as it turns out, are full of things to kill.

Armor Regeneration Stack: How It Works

  • Kill 1: +10% armor on kill
  • Kill 2: +20%
  • Kill 3: +30%
  • Stack fully charged: +100% bonus armor per kill

The Bloodsucker talent Division 2 survivability scales with your total armor pool. Below 1 million armor, the percentage returns feel underwhelming. At 1.1 million armor, each kill at full stacks is refilling a substantial buffer. This is why the armor target is not negotiable: it is the multiplier that makes Bloodsucker an actual survival tool rather than a rounding error.

If survival does not interest you, swap the Petrov backpack for the Tipping Scales backpack and run Ceska's Turmoil kneepads. Damage splits between two targets and the wave dies faster. You will also die faster. The build does not babysit.

Tipping Scales: Set Bonuses

Complete Build Loadout

Here is the full picture. Every slot accounted for. No guesswork.

Slot

Item

Talent / Notes

Mask

Tinkerer Exotic

Abridged: secondary LMG talent mirrors to primary. Locked stats: +15% WD, +12% CHD, +6% CHC.

Chest

Tipping Scales

Sustainability: max stacks raised to 75. Run this over all other chest options. Non-negotiable.

Backpack

Petrov Defense Named

Bloodsucker: armor on kill, stacking to 100% bonus armor. Min 1.1M armor to justify.

Gloves

Tipping Scales

Weapon Damage core. Fill critical hit chance / damage rolls.

Kneepads

Tipping Scales

Armor core (to hit the 1.1M threshold) or Weapon Damage core. CHD secondary.

Holster

Tipping Scales

Completes the 4-piece bonus. Rolls Weapon Damage by default.

Primary LMG

Any LMG (non-Exotic/Named)

Frenzy: receives Measured from secondary via Tinkerer. Set mag to ~300.

Secondary LMG

Same LMG type (non-Exotic/Named)

Measured: talent transferred to primary. Same mag cap applies.

Target stats: 40%+ Critical Hit Chance with LMGs active. Crit Damage and Headshot Damage rolls on top. The new modifiers have softened the 50% CHC cap as a hard requirement, but sitting near 40% still feeds the Tipping Scales crit damage multiplication comfortably. Do not ignore headshot damage: headshot damage LMG build contributions in Legendary content add up across extended engagements.

Solo and Team Play: One Build, Both Work

Solo: this build removes the charitable assumption that Legendary content requires coordination. The Bloodsucker layer keeps you upright, the stacked crit damage removes threats before they compound, and the Frenzy + Measured cycle ensures you are always dealing maximum damage when it matters. The build does not need a team. The team is a bonus.

Team play is the mode where the numbers become genuinely antisocial. Four agents each running LMG legendary solo build Division 2-tier damage creates the kind of DPS that turns an elite Legendary wave into a highlight reel before anyone has finished identifying their target. The suppression mechanic also freezes Throttle Control stacks: nobody loses their stacks in a coordinated fire team because someone is always suppressing something.

This is also a build that pairs naturally with Story Mode farming. The reduced difficulty allows full stack generation in the opening seconds of any room. By the time the wave has registered your presence, you are already at maximum crit damage. That is the intended use of Story Mode: test the build, optimize the rhythm, confirm the mag timing. Legendary later.

How to Farm the Set Efficiently

The Tipping Scales farm Division 2 follows the same logic as every other gear set. Enable targeted loot for Gear Sets in Countdown or Summit. Run with a four-player group with loot share enabled for maximum drop distribution. The chest and backpack pieces are the priority: standard 4-piece items can be acquired through season track rewards as well.

  • Season Pass: Tipping Scales pieces are included as season rewards. Claim them first before farming for better rolls.
  • Targeted Loot: Set world parameters to Gear Sets and run the highest difficulty you can sustain.
  • Tinkerer Mask: Requires completing the Crossroads Manhunt Finale on Master. Cannot be targeted. Cannot be rushed. It drops when you earn it.
  • Recalibration: Use the Tinkering Station to fix suboptimal rolls. Gear set talents cannot be recalibrated. Attributes can. Do not waste recalibration on chest or backpack talent slots.

Optimize the Petrov Defense Backpack for armor once acquired. The Bloodsucker efficiency depends entirely on that 1.1 million armor floor. Getting there is not optional: it is the threshold that separates a functioning build from an expensive one.

Since gear sets cannot roll Armor as a secondary attribute, make sure to roll an Armor Core Attribute on at least one of your Tipping Scales pieces (like the Kneepads or Holster) alongside the Backpack to reach this 1.1M minimum.

Division 2: Tipping Scales FAQ

Does the Tinkerer mask work with Exotic LMGs?

No. Both weapons must be non-Exotic and non-Named. Exotic LMGs break the Abridged talent entirely.

What happens if I stop shooting and lose all Throttle Control stacks?

You rebuild stacks the moment you resume firing. Stacks return at the same rate they were built: just do not stop unnecessarily.

Can I run the Tipping Scales backpack instead of Petrov for more damage?

Yes. Snowball talent raises crit damage per stack to 7%. Replace survival entirely with raw output at your own risk.

Is 300 rounds the hard limit for the magazine, or just a recommendation?

Recommendation with consequences. Higher mags break the Frenzy and Measured timing cycle and create dead zones in your DPS output.

Does this build work for Dark Zone or Conflict PvP content?

It functions in Dark Zone. PvP has damage normalization that significantly reduces the crit multiplication effectiveness across all builds.
