This is a Division 2 bleed build that converts every kill into a hemorrhaging chain reaction. You apply a status effect. You shoot a marked enemy. You get a full mag of hollow point rounds that make everything bleed on contact. Your teammates get half a mag. Nobody needs to coordinate: the loop runs itself.
The Ongoing Directive gear set is the engine. The Bluescreen exotic LMG is the weapon that also disrupts and disorients everything within 10 meters before it dies. The Catalyst mask sits on your face stacking 12 layers of weapon damage and status effect bonuses while enemies around you suffer. Charming.
Note This is not a tank build. You will occasionally get shot back. The Catalyst's Reactant talent gives +25% bonus armor for 5 seconds at max stacks: that's your survival plan. Spend less time being a stationary target and more time making enemies bleed.
You need at least 4 pieces of the Ongoing Directive gear set. Every piece rolls with weapon damage as a core attribute. Don't complain about it: that's a feature, not a consolation prize.

Hollow point rounds amplify weapon damage by 20% and apply bleed on every hit. The mark lasts 10 seconds. You will not struggle to trigger it.

Four pieces of Ongoing Directive, one exotic mask, and one very specific backpack. Every slot is doing something. Nothing is filler.
Chemical Agent Dealing or receiving status effects builds Catalysis stacks (max 12). Each stack grants +2% Weapon Damage and +2% Status Effect. At 12 stacks: +24% weapon damage and status effect bonus. Enemies within 25m with active status effects grant +1 stack/sec.
Parabellum Rounds Increases hollow point ammo weapon damage to 50% for you (not your party: they keep their 20%). Core: Weapon Damage.
Perfectly Wicked Amplifying a status effect increases total weapon damage by +18% for 27 seconds. Brand set piece = +10% status effects. You will proc this constantly.

Perfect Creeping Death Apply a status effect: it automatically spreads to all enemies within 10m. 10s cooldown instead of 15. Use this if your priority is area saturation over personal damage.
Both pieces: Weapon Damage core. Roll attributes to Critical Hit Chance, or swap to Critical Hit Damage once you're capped on chance. No surprises here.
Backpack Talent: Ongoing Directive Set The set's own backpack talent increases bleed duration by 50% and all bleed damage by 100%. The guide author skips it in favor of Perfectly Wicked. You can run it if you prefer raw bleed damage over the weapon damage uptime buff. Both work.

The Bluescreen exotic LMG is a variant of the Stoner LAMG added in Title Update 15. Its 200-round magazine and 580 RPM give you enough sustained fire to build stacks without emptying your gun in two seconds. Its exclusive talent, Disruptor Rounds, is the real reason you're here.
Every bullet marks the target and adds a stack to the agent, up to 50. Shooting a marked enemy refreshes the mark. When you deploy any non-shield skill, all stacks detonate. What happens depends on how many stacks you've built:

Kill a marked enemy at any stack count and the effect fires immediately. You don't need to use a skill. You don't need to wait. You just need to shoot well enough to reach 50 before pulling the trigger on a skill. The weapon rewards patience with a 10-meter radius AoE status massacre.
How to get it: complete the Jefferson Trade Center SHD Mission (Manhunt: Captain Lewis) for a guaranteed first drop. After that it enters the targeted loot pool for LMG missions and Exotic Caches. Bluescreen LMG farm in The Summit on high difficulty with a full party sharing loot if you need it faster.
The Catalyst was introduced in the Battle for Brooklyn DLC. It drops from the final mission: Army Terminal: on Heroic difficulty at roughly a 5–10% drop rate. Prepare to run it several times. It is worth it.
The mask has three talents. Chemical Agent is the main one: you stack Catalysis by dealing or receiving status effects, up to 12. At max stacks you have +24% weapon damage and +24% to status effects. Reactant triggers at max stacks when you kill a status-affected enemy: giving you +25% bonus armor and +20% reload speed for 5 seconds. Stabilizer lets you maintain ADS while burning, which matters when your own build occasionally sets things on fire nearby.
Maximize the Status Effects attribute on this mask. The status effect build Division 2 logic is simple: more status effects mean faster stack generation, longer debuff duration, and more hollow point ammo triggers per minute. Roll it to the cap.
Insurance. You go down, it gets you back up. Also counts as a non-shield skill to trigger Disruptor Rounds if you need an emergency detonation.
Gunner Skill Tree Exclusive Applies Disorient on enemies in range: this is your primary status effect applicator to trigger Ongoing Directive's mark chain. Mods: increased radius + increased effect duration.
You need the Gunner skill tree to unlock the Banshee Pulse and its mods. Invest points in order:
Cloud Armor: grants armor over time and blinds enemies for 7.5 seconds. Blind is a status effect. Blind feeds your Catalyst stacks. It also feeds the Ongoing Directive chain. It also disables enemies' aim. There is no downside.
For passive modifiers, the build in the source material stacks headshot damage to 105% via Convert Offense → Consume Offense → Amplify Offense. You get the idea.
This is the part where the guide earns its keep. The infinite status effect build loop is not complicated: it just requires you to stop sprinting into rooms and shooting randomly:
The hollow point ammo Division 2 uptime is near-constant if you're landing kills consistently. You don't need to wait between cycles: the mark refreshes on hits, Ongoing Directive procs on kills, and the Banshee is your reset when the room gets messy.
The build targets weapon damage as the core on every gear piece because Ongoing Directive defaults to it. Secondary attributes should be rolled toward Critical Hit Chance until you're at the cap, then transition excess rolls to Critical Hit Damage. The Catalyst mask's Status Effects attribute should be maxed regardless.

Yes: they receive half a clip. The Parabellum chest talent's 50% bonus applies only to you.
Jefferson Trade Center Manhunt mission guarantees the first drop. Exotic Caches and LMG targeted loot after that.
Optional but strongly recommended: it adds 24% weapon damage and status effects at max stacks for free.
Bleed applies in PvP but status effect duration is reduced. The loop still functions; killing speed drops noticeably.
Skip the Catalyst mask. Run a Coyote's Mask or Fox's Prayer for critical hit bonuses instead.
