This Hierarchy of Needs build turns a primary ammo bow into a boss killing machine, and yes, that sentence is not a typo. The whole build revolves around stacking Mobius Quiver's damage buff on top of Hierarchy of Needs' Guidance Ring, then multiplying that with Fortune's Favor and a pile of artifact mods until a "primary weapon" starts doing raid boss numbers. Nobody asked a bow to carry a Grandmaster Nightfall, but here we are.
Hierarchy of Needs is a Solar Exotic combat bow that only drops from the final boss of the Spire of the Watcher dungeon. Precision hits and final blows build Guidance Ring energy, and once fully charged, hip firing deploys a ring that turns every arrow fired through it into a cluster of seeking projectiles that scorch targets and scale damage with distance traveled. Precision hits also guide those seekers toward whatever you were aiming at, so missing is basically optional.
The Hierarchy of Needs catalyst drops from a Master difficulty completion of Spire of the Watcher, and a boss checkpoint is enough, so nobody has to suffer through the whole dungeon repeatedly. The catalyst perk, Panoptic Tessellation, improves draw time, hip fire accuracy, and reload speed for a moderate duration whenever a Guidance Ring is deployed or a seeking projectile lands. Skip it and you are just holding a slower, sadder version of this weapon.
Technically this bow works on any class, and it will still do fine damage on a solar Warlock or a bolt charged Titan. But actual omega DPS needs the Nightstalker's Mobius Quiver Nightstalker super. While Mobius Quiver is active, dealing damage increases the damage of your void arrows and all bow weapons, legendary bows included, and firing an arrow through your Guidance Ring while the super is up boosts the super's own damage in return. One demonstration went from 18000 damage with the bow alone to 42000 once Mobius Quiver got involved, and that was without trying particularly hard.
Do not equip anything else in the super slot. Mobius Quiver is not a suggestion here, it is the entire mechanism the build is built around, and running a different super turns this into a mediocre bow build instead of a boss melting build.
The rest of the kit exists to keep this loop alive and keep the Hunter breathing between damage windows.
The exotic armor piece here is Fortune's Favor exotic leg armor. Landing a final blow at full health, or spending a moment out of combat, slowly converts your shields into a void overshield, and while that overshield is active your weapons gain increased accuracy, stability, handling, and roughly fifteen percent more damage against combatants. When the overshield finally breaks, you get a short mobility burst instead of standing there defenseless. Devour heals to full easily, which feeds the overshield, which feeds the damage buff, which feeds more devour. It is a closed loop and it works.

None of these count as exotic weapon slot competition since Hierarchy of Needs already owns that slot, which frees up the exotic armor for Fortune's Favor without any awkward tradeoffs among the best Hunter exotic weapons currently available.
This season's artifact, Implement of Curiosity, was apparently built specifically to make this bow worse for everyone else and better for you.
Build a full Guidance Ring before the damage phase starts and switch off the bow to avoid wasting it early. When the phase opens, hip fire through the ring, then fire Mobius Quiver directly through that same ring for a boosted super. Hip fire as fast as possible while the super winds down, and fire a second Mobius Quiver right before the first one expires for another boost, followed by an extended weaken window. One clean execution of this rotation hit 60000 damage while solo, with no radiant and no armor charge active, which is the actual selling point of this entire Destiny 2 boss melting build.
Prioritize 200 weapon stat, or as close to it as possible, and over 100 super stat, since those two carry the build far more than anything else.

The two piece Iron Banner set adds increased handling and reload speed for primary weapons, plus roughly twelve percent bonus damage against non boss combatants based on weapon stat, which matters everywhere except pure boss DPS phases.
A Void Hunter build is the ceiling for this bow, but it is not the floor. Solar Warlocks running Dawn Chorus get extra scorch damage out of the same weapon, and Titans running bolt charged builds still get respectable numbers. None of them get the Mobius Quiver damage multiplier though, so treat those as sidegrades, not replacements, if the goal is an actual best DPS Hunter build.
This is one of the strongest current uses for a Grandmaster Nightfall build that also happens to double as raid and dungeon DPS, all running through ammo that regenerates from the ground. Get the bow, get the catalyst, slot Fortune's Favor, and stop apologizing for how much damage a bow is not supposed to do.
