Sailing into Tortuga can be a bit tricky due to its unique environmental hazards, but understanding how the island works will save you a lot of time and ship repairs. Here is a practical guide to safely navigating the island and making the most of what the town has to offer.
The island of Tortuga is surrounded by an atmospheric supernatural blockade known as Undead Waters.
When you arrive, you will notice that a significant portion of the city is currently inaccessible. This is an intentional design choice for the game's current phase. Following the Early Access launch by the Windrose Crew on April 14, 2026, the developers established a functional town hub, though several areas remain sealed behind story progression or are reserved for future content updates.
Mechanically speaking, Tortuga does not serve as a standard merchant town for basic gear or spending silver on everyday consumables. Instead, it functions as the central Faction Reputation Hub.
A Quick Tip on Progression: Windrose features over 90 hand-crafted points of interest spread across roughly 30 procedurally generated islands. While you can absolutely find recipe scraps by exploring every dungeon and relying on random drops, turning in your insignias in Tortuga is a much faster and more reliable way to guarantee you get the gear you need.
Tortuga is also where you buy ships in Windrose. Specifically, it is where you look at ships you cannot yet afford or access and feel the very particular frustration of a progression wall dressed up as a vendor menu.

The Brig ship unlock is the one that trips most new players. It is visible. It is listed. The vendor will happily show it to you while you stand there without the Foothills resources needed to build or operate it. Consider it motivational.

Beyond the faction vendors, Tortuga functions as your primary NPC worker recruitment pool. Walk around, browse the available characters, find one whose bonus aligns with your camp's current production bottleneck, and send them back to your outpost. Once assigned to a compatible building, they provide significant crafting bonuses and production speed boosts that compound nicely over time.
Cross-referencing real data: Trade goods: Naval Supplies, Medical Crates, Contraband: collected from enemy ships are sold to Traders elsewhere, not in Tortuga. The workers you hire here charge for ongoing services in currency, so maintain a silver income before committing.
Workers in Windrose fall into several categories: base managers, farming contractors, mining contractors, and ship crew who fight during boarding actions. The Doctor: one of the first NPCs you meet: is not recruitable through Tortuga, but the general class of hireable workers found here are the ones that run your settlement economy while you are out sinking ships and pretending it is a strategy.
The undead waters label on the map suggests ghost ships and supernatural horrors. Currently, the main active threat off Tortuga's coast is Blackbeard's fleet, not spectral galleons. No ghost ships are actively patrolling the outer fog at this stage of Early Access. That could change via story progression or updates, so file it under “pleasant future surprise.”
For now, Blackbeard's ships are your primary grind target near Tortuga. Engage them, board them for the bonus rewards, sink the hulls, collect your silver, and repeat until you have enough to justify a hiring spree. This is the intended Windrose naval combat loop in this zone, and it is functional if deeply unsubtle.
Tortuga is, at Early Access launch, a buyer's market only. There are zero NPCs in this town who will purchase your plunder. Zero. You cannot sell your cargo here. You cannot offload those Naval Supplies or Medical Crates at Tortuga's docks for silver. The whole town will happily take your insignas, your silver, and your time: but it will not buy a single item from your hold.
Where to actually sell goods: Trade goods go to dedicated Traders found elsewhere in the world: not here. If you sailed to Tortuga with a ship full of loot and plans to cash out, you have made a scenic but financially inert voyage. Consult the faction economy guides for proper selling locations.
This is the single most avoidable frustration in the game, and now you know it before wasting an expedition's worth of cargo space on a pointless round trip.
