This Marvel Rivals Jeff build takes a support fish and turns him into an underground torpedo that never comes up for air. Forget healing, forget being cute, this is the ramming build that puts Jeff players on the Blood Hunt PVE leaderboard next to Squirrel Girl and Moon Knight. He is slower to come online than Blade, he needs levels and gear before he clicks, so stop rushing and let the baby shark eat things in the correct order.
The entire Jeff ramming build revolves around never surfacing. Spit bubbles in a straight line ahead of you while underground, herd enemies into that line, then charge through it repeatedly. Every kill extends your underground timer, so a good bubble line turns Hide and Seek into a loop you can, in theory, never leave.
Bosses do not die fast enough to keep feeding your underground energy, so the loop changes slightly. Stack every bubble at the boss's feet and keep sprinting through them, but actually watch your energy meter instead of vibing, because surfacing mid-boss unprepared turns a land shark into fish food. Use your ultimate the instant it is available, it is not a button to save for later.
The Hyper Sprint charge is the entire damage engine of this build. Without it you are just a decorative shark swimming in circles doing nothing.
The Hyper Sprint ability comes from a single exclusive gear piece and it is mandatory, not optional, not a nice-to-have. Landing a legendary roll on it with a strong enhancement is the single biggest power spike available in a run, bigger than any trait point you could spend elsewhere.
Jeff has two trait trees and this build ignores one of them completely. Every point goes into Riding the Rapids, the right tree gets nothing, zero, not even out of curiosity.

If your gear is already handing you strong Critical Hit Rate, pulling a point or two out of that trait line and dropping it into Damage Reduction or Max Health is a completely reasonable call once Nightmare stops being polite about it.

The realistic endgame target is level sixty legendary gear across all four slots, no shortcuts, no exceptions. Get Critical Hit Rate to at least fifty percent first, then dump every extra roll into Critical Damage from there, because Big Fish Frenzy enhancements let you survive on a lower base health stat than the number on paper suggests.
A properly geared Jeff turns into a health pool with a torpedo attached, chewing through hordes underground and stacking size buffs off his own ultimate. It will not out-damage a fully built Blade against a single boss, and it was never trying to. Get the Bionic Fin, lay your bubbles, stop surfacing early, and stop blaming lag when you get caught out of the water.
