Normally Death Trap is cast once and then goes to time-out. This item removes the concept of time-out. Once armed, it can rearm itself automatically after ten seconds, so instead of babysitting a cooldown timer you get to babysit your Energy bar instead, which is arguably worse but at least it's a different flavor of suffering. Older patches also taxed you with an increased cooldown penalty as a "balance" measure, because Blizzard cannot resist punishing you for owning nice things; check current patch notes before assuming that tax still exists.
