Harbinger was removed from core in 3.28. That is the most reliable signal GGG provides that a mechanic is returning as the next league. Any build that was S-tier in 3.28 and widely played is dangerous to commit to on league start. GGG's PoE 3.29 expected nerfs will hit whatever the pob.ninja population charts show dominated. This is not speculation: it is documented behavior across every league since 3.15.
GGG confirmed that PoE loot improvements 2026 are ongoing. The doubled currency drop rate in 3.28 was described as a first step, not the destination.
