Two items, that's it. A Palworld fishing rod and bait. Rods are technically weapons, occupy a weapon slot, and yet cannot be forged at a Weapon Workbench, because Palworld's crafting logic answers to no one. Rods determine your catch-bar size; bigger bar, less humiliation. Bait determines how eagerly something bites, which, much like dating apps, means the better the bait, the less desperate you have to look.

The process behind how to fish in Palworld is not complicated, which is exactly why you'll still mess it up the first three tries:
The Palworld fishing minigame is a tension bar exercise: keep the green bar overlapping the fish icon, filling a small circle above it. Empty the circle and the fish escapes; fill it and the catch is yours. Salvage spots use a separate, easier version: just hit the button when the bar sits above the marked zone. If you fail even that one, put the controller down.
Fish shadow color tells you what's worth your time, and ignoring it is how you catch garbage on purpose. Relevant to Palworld alpha Pals fishing specifically:
Regarding Palworld fishing spots: they're scattered across most water bodies, ranging from Beginner to Advanced difficulty, generally scaling with the surrounding zone's level. The richest hunting grounds sit south, around Feybreak Island, its dungeons, and the neighboring oil rig: bring your best gear, because the local Pals were not informed you're new here.
On the topic of Palworld salvage fishing: floating debris in the ocean can be scooped up for materials, and the higher-value wrecks near Feybreak and Sakurajima demand a Powerful Fishing Magnet, consumed only on a successful pull. Fail the minigame and the magnet survives: small mercy in an otherwise merciless system.
If your reflexes are, generously, "adequate," build a Palworld fishing pond at your base instead. Unlockable via the Technology menu, first available at level 31 and again at level 55, it lets you set a shadow-size preference and assign a Handiwork Pal to fish on your behalf while you do literally anything else with your life.
