The Shrouded Gift unique pants are exactly what they look like: a quiet, devastating exploit of Concealment's cooldown problem. Concealment is one of the most overloaded defensive buffs in the entire Rogue kit. The catch has always been the 20+ second cooldown, meaning most of your life is spent hoping nothing kills you between casts. Shrouded Gift removes that problem entirely.
Every time you enter Stealth: from any source, not just the Concealment skill itself: you get Concealment's full effect. Energy regeneration. Bonus critical strike chance. Dodge chance.
