Threat Level is a Rapid-Fire Frame shotgun from the Black Armory. Bungie vaulted it, brought it back in Monument of Triumph with updated perks, and somehow made it the single most obscene legendary boss-damage tool in the current sandbox. It is not subtle. It does not pretend to be balanced. It shoots bosses until they stop having hit points.
It is exclusively a PvE weapon. Do not take it into the Crucible. It will not be good. You will be embarrassed. Move on.
Drop source: Insurrection Prime in Pantheon 2.0. No other source. No attunement tab. No Arena Ops shortcut. You go to Pantheon and you kill the giant robot, or you don't get the gun.
There are several usable rolls. There is one roll that makes people uncomfortable in the DPS spreadsheet community. This is that roll.

The Destiny 2 shotgun DPS rotation built around Threat Level requires two weapons and one artifact mod. That is it. If your setup is more complicated than this, you are doing it wrong.
The kinetic synthesis artifact mod causes Threat Level to drop ammo bricks while you shoot in close range. You pick up those bricks, All-Star activates, auto-reloads the weapon and applies the 35% damage buff. Two shots from Arcane Embrace proc Cascade Point on Threat Level, cutting its fire rate delay by 40%. You never reload. You never stop shooting. The boss suffers.
Third weapon slot: Tractor Cannon for solo debuff. Anarchy for passive tick damage while you swap. Augur's Turret if you want to feel clever. None of these are the rotation: they complement it.
This rotation works on all three classes. It was built on Warlock. It is probably most obscene on Titan

Threat Level drops from Insurrection Prime Pantheon. It is not farmable from any other source. You will need a fireteam of six. There is no matchmaking. This is Bungie's gift to you.
A Ward of Dawn Titan + Heavy Combat Bow (high Persistence stat) can launch Insurrection Prime off the map. Shoot crossbow bolts into the Ward of Dawn orb, carry it into the boss, watch the boss disappear. Full Tier 5 loot drops. The encounter counts as cleared. As of mid-June 2026, this works on Standard and Adventure tiers. It is inconsistent, physics-based, and will likely be patched. Do not plan your farming schedule around it.
Spoils focus: Every run gives 30 Spoils. Once Threat Level has dropped at least once, you can focus Spoils at the vendor for targeted rolls. The RNG is less offensive than usual.
Picking up any ammo brick auto-reloads Threat Level from reserves and grants a 35% damage buff for 10 seconds (enhanced). Kinetic Synthesis makes Threat Level generate its own bricks. The perk feeds itself. You are never reloading. This is not accidental: it is the entire reason this build exists.
Cascade Point perk explained: after a kill or precision hits with a different weapon within a 5-second window, you receive the Cascade Point Ready buff. Readying Threat Level while buffed reduces Firing Delay by 40% for 2.5 seconds (2.75 enhanced). For shotguns, two precision hits from any source count as 100% threshold activation. Two Arcane Embrace bursts equal exactly two hits. The math works. The perk fires every swap.
