Before you even think about starting this, understand that the ARC Raiders Stella Montis map is a high-PvP environment. Medical Research in particular is described by other players as a "highest PvP activity zone": which is a polite way of saying you will probably get shot in the face by another Raider while trying to photograph wall graffiti. Gear accordingly.
The quest is assigned by Shani: the security officer in Speranza who clearly doesn't want to do her own fieldwork. She needs photographic evidence of three secret meeting spots and the physical Secret Meeting Info document extracted from one of them. You're basically her extremely underpaid and extremely mortal intern.

Notice that the final objective is simply "extract with the document." Sounds trivial. It is not trivial. Stella Montis features three extraction points: the Airshaft Extract between Sandbox B and Seed Vault, the Sandbox B Hatch on the southern outskirts, and Metro Stations scattered across the map. Pick one before you start the run and have a backup, because the ARC Raiders extraction guide principle applies here: you do not get to improvise an escape plan with a critical document in your inventory.

Three meeting spots. One cardboard box. An extraction that you will absolutely fumble at least once before reading this sentence. Let's go.
Head to the Medical Research Area on Stella Montis and navigate to the southern end of the ground floor. There is a staircase that leads up to the second floor in the back corner. Do not take the stairs: that would be far too sensible. Instead, go underneath them.
You'll find a wall with spray-painted graffiti art. This is your clue: every meeting spot uses the same visual language: guerrilla wall art, deliberately placed in spots where only someone specifically looking for it would think to squat down and check. Interact with the prompt to photograph the meeting spot. Objective one complete.
Get in and get out. Medical Research is saturated with both ARC enemies and trigger-happy Raiders hunting that high-tier loot. It is not the place to admire the ambiance.
This is the one that sends most players into a spiraling rage. The Furtive Meetings ventilation shaft location sits between Robotic Sandbox B and the Seed Vault: two POIs that share a border, which still doesn't help you much because the shaft is not signposted with a neon arrow.
Open your map and pinpoint the zone between the two POIs. Look for the ventilation shaft structure specifically. Once you're physically inside the shaft area, you will again encounter the same wall art pattern you saw in Medical Research. It's confirmation you're in the right place. Photograph it. Objective two complete.
Worth noting: the Airshaft Extract is also in this general zone, which means if things go catastrophically wrong after step three, you have an emergency exit nearby: assuming it isn't camped by someone who read this guide before you did.
Navigate to the stairwell that connects the Seed Vault to the Cultural Archives. This is your last photography stop. You'll find the now-familiar wall art at the bottom of the staircase. Photograph it. Game tells you to "search the meeting area."
Immediately to your left, under those same stairs, sitting in what can only be described as dramatic shadow, is a cardboard box. Search it. The Secret Meeting Info drops out as a lootable item. Pick it up without hesitation.
The moment that document enters your inventory, your entire existence on Stella Montis has exactly one purpose: reach an extraction point before someone relieves you of it permanently. This is not the moment to check if there's more loot around the corner. There is always more loot around the corner. It does not matter right now.
The Secret Meeting Info safe pocket ARC Raiders combination is your best friend. If you have a Safe Pocket equipped, immediately stash the document there. Items in your Safe Pocket survive death: which means if an ARC Shredder introduces itself to your skull on the way to extraction, you don't lose the entire quest progress. The Flashpoint update added Shredders to every map, so this is now a universal concern and not just a Stella Montis quirk.

The ARC Raiders Flashpoint update quests from Shani form a chain centered around uncovering whatever covert activity has been happening inside Stella Montis. Furtive Meetings is preceded by Fragmented Logs and slots into a wider lore thread about internal communications, secrets, and the sort of clandestine organizational behavior that tends to end badly for everyone involved. The underground bunker setting: all close corridors, industrial verticality, and suspiciously dark stairwells: makes for an appropriately paranoid backdrop.
The graffiti tags used as meeting markers aren't arbitrary. They're a consistent visual motif: someone has been using inconspicuous spray-painted symbols to designate locations that wouldn't appear on any official map or security log. Whether that matters to you narratively or not, it does explain the quest mechanic: you're not stumbling on these spots by accident, and finding them requires knowing what to look for and where to stand.
Stella Montis itself warrants a moment of acknowledgment, because the Stella Montis Flashpoint secrets context shapes how you approach this quest. The entire map favors close-quarters combat. Epic loot spawns frequently. High-value targets exist in Medical Research, the Assembly Workshops, and around the Cultural Archives. The post-Flashpoint version of the map has also been altered by bug fixes affecting Firefly spawn positions inside walls: which previously let ARC enemies shoot you through solid geometry. Consider it a modest mercy.
The quest forces you to visit three distinct POI clusters across the map, which means you are going to cross paths with both enemy ARC patrols and other Raiders regardless of your preferred approach. Planning a logical route: Medical Research first, then down through Robotic Sandbox B toward the Seed Vault, finishing at the Cultural Archives stairwell: minimizes backtracking and keeps your total exposure time as short as possible. Every extra minute on this map is an invitation for something expensive to happen to you.

One more thing about the ARC Raiders one-round quest requirement: the video guide format this quest is commonly covered in will tell you it "needs to be done in one round" with a hedge of "I'm not sure if that'll hold true." It does hold true. All five objectives must complete within a single raid session. If you extract after photographing two spots, those two stay completed: but you must return and finish the remaining objectives in one subsequent run. Attempting to do this across five separate shameful retreats is inadvisable on both practical and reputational grounds.
