The ARC Raiders Fragmented Logs quest is a Flashpoint update mission handed to you by Shani, who apparently trusts you with historically significant data recovery after you've already proven yourself on Dust on the Wires. Flattering. The job takes you deep into Stella Montis, statistically the most lethal map in the game, and asks you to interact with three different terminals across two major POIs. None of the terminals come up and greet you. None of this is fast. And yes, Shredders are omnipresent.
The good news, if you can call it that, is that completing all three objectives in a single raid is not strictly required. You can split this across multiple runs, which is generous of the developers given how reliably Stella Montis will try to prevent you from doing anything useful. The quest unlocks Furtive Meetings when complete, in case your appetite for poorly-lit server rooms is insatiable.
Tip If you're planning a safe, measured run, bring an augment with a safe pocket. It keeps the Electrical Component on you even if you die. Yes, death is a real possibility here. This is not a drill.

Three steps. Two locations. One Electrical Component for ARC Raiders that you definitely packed, because you read this far. Estimated completion time is 10 to 15 minutes: assuming the lobby is quiet and no one decides to remove you from the equation personally.

Load into Stella Montis and move directly to the Sandbox POI. Between the two Robotic Sandboxes sits the Control Room area: your first destination. You want the south control room specifically. Head inside, look at the southern wall, and you'll find an out-of-service terminal sitting there, completely dead, waiting for someone competent. That someone is you. Use your Electrical Component to replace the faulty parts and bring the terminal back online.
Enemy Threat The Sandbox area is not empty. Expect ARC patrols, and if you're unlucky, other raiders who also read a guide and had the same idea. Entering rooms while staring at the minimap is a great way to get ambushed. Don't do that.
If you did not bring an Electrical Component from Speranza, you can craft one using Plastic Parts and Rubber Parts back at the hub before the run. Alternatively, you can loot one from derelict robots lying on the ground near the Sandbox area: they have a reasonable drop chance. Just know that hunting for crafting materials mid-mission, on the most dangerous map in the game, is the sort of activity that has consequences.

The second objective is why the Fragmented Logs quest location has earned its reputation for being confusing. From the Sandbox area, head to Robotic Sandbox A and move toward the east side. This leads you into a conduit backroom passage marked Control Room A3. On the right wall inside, you will find a terminal switch: a generator-style box with an interactive prompt. Activate the main power switch. Done. No items needed. Just the will to exist in this room long enough to press a button.
Navigation Note Stella Montis has a talent for disorienting players. The conduit backrooms are tucked alcoves off the main Sandbox perimeter. Look for doorways set into the outer walls at the lower Sandbox level, not up in the elevated control rooms. A3 specifically is labeled on the door if you're paying attention, which you should be.

The final objective sends you east to the Cultural Archives. This is, without exaggeration, one of the most contested and dangerous areas on Stella Montis. Pops, Fireballs, Ticks, and Shredders all have opinions about you being there, and none of those opinions are welcoming. Navigate carefully. Move along walls. Do not sprint through open corridors like you've forgotten the fundamental premise of extraction shooters.
Inside the Cultural Archives, locate the Cultural Archives server room ARC Raiders players reference constantly: it's a server-lined chamber with breachable boxes scattered around, which you may recognize from prior raids. From this room, there is another door leading to a smaller service backroom. Enter it. You'll find the main data terminal. Interact with it to bring the system online. The quest completes. You are free to extract, presuming Stella Montis gives you permission, which it frequently does not.
Completing the Fragmented Logs quest rewards run is not an exercise in charity. Shani values your reckless historical preservation with two cosmetic items, which you will absolutely use to look menacing before dying on a future raid.
The quest also unlocks Furtive Meetings, the follow-up mission from Shani that involves photographing secret meeting spots across Stella Montis in a single run. Because one dangerous multi-objective mission clearly wasn't enough character development.

Second: Cultural Archives has multiple entry points, but the service backroom with the final terminal is located in the southeastern section of the building. If you enter from the wrong side and start checking every door in sequence, you will eventually find it: right around the time a Shredder finds you. Prioritize the southeast approach when possible.
